Mozambique is located at the downstream end of nine major international river basins. Over the past 50 years there have been a number of devastating floods that have affected millions of people in Mozambique, as well as the economy of one of the world’s poorest countries. In 2000 Mozambique was hit by widespread floods covering seven river basins that were some of the worst on record. The 2000 floods affected some two million Mozambicans and cost approximately 20% of the country’s Gross Domestic Product (GDP). A cost-benefit analysis of structural versus non-structural measures has indicated that in Mozambique a structural approach to flood management cannot be justified.
