NFIP regulations require Post-FIRM construction in SFHAs to be built with their lowest livable floors located above the FEMA-defined 100-year flood elevation, commonly referred to as the base flood elevation (BFE); the presence of basements is discouraged. This is evident in the SFHAs where, post-FIRM adoption, basement percentages have decreased, while the proportion of buildings with basement in Flood Zone X or other alphabetized zones (outside SFHA) remains unchanged.
